CHAUTAUQUA - Lifelong oil company executive William F. Northrop, a longtime California resident, died on March 16, 2016, at his home in La Quinta, California. Born July 4, 1928, he was 87. Born and raised in Ashtabula, Ohio, Bill moved to southern California as a teenager. After graduating from Long Beach Poly High School, he served in the Marines, attended Long Beach State University, and received a degree from Blackstone School of Law.
He learned the oil business from the ground up — from production to refining, sales, and managing an oil terminal, mainly in the Long Beach area. His knowledge of the oil industry came to the attention of the California Legislature in Sacramento where he became Chief Consultant to the Joint Committee on the Public Domain and led an extensive investigation of the pricing of sales from state oil leases. He was appointed Executive Director of the California State Lands Commission where he spearheaded a highly successful antitrust action against major oil companies holding oil leases on state-owned lands, resulting in great financial benefit to California. He became Executive Vice President and did governmental relations for the Independent Oil Producers' Agency, a group of petroleum producers in the Long Beach and Kern County areas.
In retirement, Bill divided his time between La Quinta, California and Chautauqua, New York. Bill loved planning travel. He and wife Connie traveled extensively to all the continents except Antartica. Known for his wry sense of humor by friends in both California and New York, Bill maintained a keen interest in horse racing, playing bridge and pinochle, and eating apple pie.
He is survived by his wife, Constance Barton, sister Carol Roberts, daughter Janice Morgan (James), grandson Joshua Morgan, granddaughter Jennifer Morales, and great granddaughters Kirsten Morgan, Madison Morgan, Amber Morales and Ashlynn Morales. He was predeceased by his first wife Patsy, brothers George and James Northrop, and sister Juanita Sagahon. Burial will take place at the Chautauqua N.Y. Cemetery. Details of a memorial are pending.
